The turn order is also somewhat odd. It isn't a setup based on speed that rotates, each person has AP (Action Points, I think) which must recharge to 10 before they can move. The numbers next to your actions show how many AP you will use. So moving and waiting will use 2 AP while moving and attacking will use 4. They're probably more that drain this but I'm not sure. So, you can actually have a character just wait, and after a couple of others move you could move that character again.
